One can enter the country with a normal tourist visa (you should
also be able to get that on arrival at the airport) and then apply for the
residence permit at the immigration office once you're here.

From applying till you get the visa it takes a while, so you should plan with 1 or 2 months until you have your actual visa and you are not allowed to work until then.
